Phase 3 (current) — verified hardening pass over Phase 2. The read-only MCP + WebMCP surface (page-scoped tools + declarative landmarks) is now covered by a repeatable smoke-test pair: `npm run smoke:mcp` (scripts/smoke-mcp.mjs) exercises the JSON-RPC endpoint end-to-end, and `npm run smoke:webmcp` (scripts/smoke-webmcp.mjs, Playwright + headless Chromium) loads representative pages and asserts that window.__shermanMCP and every expected tool registers. Server-side tools (over JSON-RPC at `/api/mcp`): search_pages, get_service_details, check_service_area, get_quote_form_schema, get_contact_options, search_project_gallery, get_faqs, list_capabilities.

Browser-side tools (window.__shermanMCP, client only) include the global set above plus page-scoped tools registered by route-specific components:
